New Surrogate Takes Bench in Westchester County

A new surrogate has taken the bench in Westchester County. Surrogate Brandon Sall was appointed by Gov. Andrew Cuomo and confirmed by the state Senate last month.
Sall fills a vacancy created when Surrogate Anthony Scarpino retired in January after 14 years as surrogate in a 30-year judicial career to join the trusts and estates practice at DelBello, Donnellan, Weingarten, Wise and Wiederkehr in White Plains.

In the time between Scarpino’s departure and Sall’s appointment, the Surrogate’s caseload was shared by Westchester County Court Judge David Everett and Rockland County Surrogate Thomas Walsh (NYLJ, Feb. 11).

Before being tapped as judge, Sall, 55, was the managing member of Sall, Geist, Schwarz, and Jellinek in White Plains.

In his time with the firm—now called Geist, Schwarz, and Jellinek—Sall specialized in trusts and estates, real estate law, tax certiorari, litigation and other matters.
He was also general counsel to the Westchester County Public Administrator since 2002.

Sall graduated from the Benjamin N. Cardozo School of Law and was admitted to the bar in 1986. His appointment runs through the end of the year. In November, there will be an election for a new 10-year term as surrogate. Sall, a Democrat, plans to run and has been endorsed by the Westchester County Democratic Committee.

Frank Streng, a partner at McCarthy Fingar in White Plains, will run against Sall in a primary for the Democratic nomination.

Westchester Republican Committee Chairman Douglas Colety said the party will put forward Guy Parisi, a Rye-based solo practitioner who has practiced in various Surrogate’s courts, as their candidate.
